Public Lawyers Promoted!

MANILA, PHILIPPINES – Dr. Karina David the former chairman of the Civil Service Commission stunned participants of the Philippine Press Institute’s forum in Manila last week when she showed them a copy of the president’s executive order granting the rank of Career Executive Service Officers (CESO) to all lawyers of the executive department.

David said the eleventh hour move was unfair since it granted all employees occupying legal positions in the government executive service who have obtained graduate decrees in law and passed the bar examinations the rank of CESO III or higher with the corresponding salary grade and other privileges in the career executive services.

She said the instant promotion of government lawyers to the rank of a regional director or state university president under the salary grades 28 to 30 and permanent employee status was crazy.

Although President Benigno Aquino III may repeal the order CESO appointments already made before then can no longer be recalled she added.

David assured Philippine Press Institute members at the press forum that the Career Executive Service Board (CESB) which is the governing body of the commission would meet to discuss the controversial executive order.
