Malacanang directs 4Ps in Region 8 to cover 6 provinces to benefit over 100,000 poor families

Tacloban City (February 1) -- With the recent directive from President Gloria Macapagal Arroyo to cover more towns with high poverty incidence, the implementation of Pantawid Pamilyang Pilipino Program (4Ps) in Region 8 will be expanded to cover all the 6 provinces.

Briefing the local media during the recently held Harampang Ha PIA, Department of Social Welfare and Development (DSWD) Regional Director Letecia Corillo said that the identification of beneficiaries is now ongoing in the other four provinces of Leyte, Biliran, Southern Leyte and Eastern Samar, in preparation of the implementation of 4Ps, a program which was previously implemented in Northern Samar and Samar provinces.

With the expansion to all Region 8 provinces, Director Corillo said that the total beneficiaries in the region will be over 100,000.

The enumeration in all the provinces of the Region was completed in the middle of December 2009. Targeted were municipalities that registered more than 50% poverty incidence.

In Region 8, the program implementation of 4Ps kicked off in ten municipalities of the province of Northern Samar. It expanded in 24 municipalities and one City in the province of Samar.

For the two provinces, a total number of 68,364 potential beneficiaries were identified.

By the end of 2009, about 62,405 registered beneficiaries were served by the program. About 2,069 beneficiaries at now being recommended for delisting, due to double entries, transfer of residence to non-4Ps areas, and because their children have already turned 15, Director Corillo disclosed.

Targeted to benefit from the 4Ps are the 12,000 poorest of the poor families in 24 municipalities of Leyte province; 3,500 families in seven municipalities of Eastern Samar; 2,338 families in four municipalities of Southern Leyte; 1,000 families in two municipalities of Biliran; 1,500 families for Tacloban City; 1,500 family beneficiaries in Ormoc City; 1,500 families in Catbalogan City and 10,000 families in Calbayog City.

Pantawid Pamilyang Pilipino Program (4Ps) is one of the priority programs of the Arroyo Administration which is being implemented by the Department of Social Welfare and Development. It serves as a vehicle in combating the cycles of poverty in Filipino households through provision of conditional income support to poor households, so that increase in investments in human capital shall be achieved.

The program addresses the issue that the country lags behind its targets for human capital particularly in education and health, based on the Philippine Midterm Report on the Millennium Development Goals. (PIA 8)
