He Raped Me Thirty Times

MAASIN CITY – A  13 year old girl from a mountain barangay here has filed a complaint before the City Prosecutor’s Office against a top barangay legislator who she claimed had been sexually abusing her since she was 10 years old.
The complainant whose name we won’t reveal because of her age was accompanied by her two aunts when she reported the incidents to the   city police on April 9, 2010. 

SLT sources claimed the girl did not report the incident earlier because she was afraid of her assailant who was very influential in their community. Included in the youngster’s complaint was the affiant’s mother who she claimed had given her medicine to abort her pregnancy.    

The same source said the complaint affidavit which was received by the city PNP on April 9 took two months before the City Prosecutor’s Office held its first hearing on the case. He claimed a powerful city official was delaying the hearings so the victim could be persuaded to drop the case against the affiant who is a member of the ruling Lakas-Kampi political party. However City Prosecutor Eliseo Quijano denied these charges and told SLT they held a preliminary hearing on the teenager’s complaint on June 9, 2010 or just two weeks after the case was referred to them by the city Police.

The Southern Leyte Times has tried to get a  copy  of the affidavit  submitted by the complainant’s lawyer from the City Prosecutor’s Office, but was told the document was classified because the case involved a minor.  We also learned that they had not yet received the affiant’s counter affidavit.  SLT has been trying to contact the accused for his comments on the charges against him, but have not be able to reach him as of this writing.  However we were able to interview his neighbor who claimed the complaint could have been instigated by the affiant’s political opponents who lost badly in the last election.
