City can't afford dumpsite

TACLOBAN CITY — The local Environmental Management Bureau (EMB) has called on local governments constrained by lack of funds to form a cluster and set up a sanitary landfill to comply with the solid waste management law.

Under the law  (Republic Act 9003) which was enacted in 2000 all open dump sites should have been closed by February 2006 while sanitary landfills should have been established.

“If local governments can’t afford to finance a complete landfill, they can just go for composting and recycling,”  Maribel Munsayac told the news media.    

Munsayac who is the EMB solid waste management regional coordinator said only Calbayog City in Samar has established a landfill. The cities of Ormoc and Tacloban in Leyte and Maasin City in Southern Leyte are still building their facility.

“In the case of the Maasin City sanitary landfill, the plan was to accommodate garbage from the nearby towns of Padre Burgos and Macrohon but that lack of funds had delayed the project.

It would cost around P48 million to build a landfill which includes a material recovery and composting facility.The proposed city landfill would have solved this problem since the town’s waste could be dumped there. However the city has run out of funds for the project and is still relying on its open-pit garbage site in barangay Combado.
